Power Ranger O.C.C.
Inspired by Mighty Morphing Power Rangers by Saban Entertainment
Believed to be part of a larger multidimensional organization, the warriors known as the Power Rangers appeared a only a few years ago in Rifts Earth. Since their appearance, there have been reports of them fighting petty tyrants, Splurgoth, demons, Gargoyles, vampires, and the Coalition. No one has reported seeing more than six Rangers at a time, and there has even been a report of two Rangers fighting each other. The number of Rangers operating in Rifts Earth is unknown, even to them. What is known is that they proclaim to be protectors of the innocent, regardless of race or history, and have gained a popularity second only to the cyber-knights.
Training
Despite rumors to the contrary (spurred by a pre-Rifts entertainment series of the same name), training to be a Power Ranger is a life-long commitment, often starting at a young age. All Rangers are trained at an other-dimensional fortress, the exact whereabouts is known only to them. All Power Rangers are taught at least one form of martial arts (many are found in the Ninjas and Super-Spies RPG, or in Rifts: Japan), and given intensive physical and mental training. Nearly 25% of all Rangers are master psionics, the remaining number are major psionics. Rangers who are master psionics are able to form the psi-sword at Level ONE, while expending only HALF the necessary I.S.P.! All Power Rangers can select up to six powers from Sensitive, Physical, and/or Healing.
Code of Conduct
The Power Rangers live by a strict set of rules, listed below:
- Live for freedom, justice, and all that is good.
- Never reveal your face to anyone who is not a fellow Ranger, or a trusted ally.
- Never escalate a battle unless absolutely necessary.
- Never use the psi-sword on an adversary who is not equal to the attack
- Exhibit self-control
- Exhibit courage in word and deed
- Defend the weak and innocent
- Never abandon a friend, ally, or noble cause.
- Respect and Honor all Life.
Power Ranger Special Skills
- Sense ley line and magic energy. The Ranger can see and feel the presence of magic energy. All of the following are automatic, and do not expend any P.P.E.:
- Sense ley line: Can sense a ley line 10 miles per level of experience away, and can locate the ley line at 30% + 5% per level of experience.
- Sense a rift: Can sense a rift opening within a 50 mile radius, +10 miles per additional experience level.
- Sense magic in use: Can sense the expenditure of magic in any form up to 100 feet away per every level of experience.
- See magic energy: Can see the magic energy/P.P.E. radiating from people, creatures, objects, and areas, as long as more than 20 P.P.E. are present, including naturally invisible magical items or items made invisible by magic. Range is line-of-sight.
- Animal Spirit: Much like the Traditionalist American Indian, a Power Ranger can call upon the abilities of an animal spirit. Unlike the Indian, a Ranger can only call upon the abilities of one animal spirit, and takes that animal as his or her own personal symbol. This animal spirit grants the Ranger with enhanced abilities, depending on the animal. These enhanced abilities are applicable only while the Ranger is channelling the animal spirit.
- Psionic Abilities: Stated above, all Rangers are either major or master psionics. Base I.S.P. for a Ranger is his ME + 4D6, plus an additional 2D6 per level of experience.
- Increased P.P.E.: Starting PPE for a Ranger is PE+3D6, plus 2D6 per level of experience.
- Spell Knowledge: All Rangers start knowing three spells: Globe of Daylight, See the Invisible, and Energy Bolt. A Ranger will gain one spell less than or equal to his experience level every other level, starting at level 3. Rangers cannot learn spells; the knowledge is granted to them by their animal spirit upon levelling.
- Long-Range Teleportation: All Power Rangers can travel via teleportation beams. The range of these teleportation beams is 500 miles.

Secondary Skills: The character also starts with four secondary skills from the previous list, sans bonuses, plus an addition secondary at levels 3, 7, and 12.
Standard Equipment: A suit of special Power Ranger Armor (stats to follow), two energy weapons and one non-energy weapon of choice, three signal flares, survival knife, utility belt, air filter and gas mask, a two-way wrist-radio, robot medical kit and IRMSS, and NG-S2 survival pack. Also, every Ranger is issued a modified motorcycle, called a Thundercycle (stats to follow), and a custom combat robot vehicle patterned after the animal spirit.
Power Rangers gain experience on the Cyber-Knight Experience Table.
Power Ranger Armor
This is a set of lightweight armor with a helmet patterned after the Ranger's animal spirit. Despite stylisic differences, the armor possesses the same attributes. Please note that the face is completely hidden from view while the helmet is on.

Thundercycle
This is an electric or fusion-powered motorcycle, with the front stylized after the Ranger's animal spirit. As with the armor, stylistic differences do not affect the Thundercycle's performance.

Maximum Range: 400 miles for electric engine, unlimited for fusion.
